Europe felt a moment of respite on Monday, as the crisis sparked by the introduction of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been contained. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Moscow made its countermove: another massive barrage of missile and drone strikes on Kyiv.
The Rhythm of Negotiation and Warfare
The chain of conflicting incidents captured the grim essence of the outgoing year. By day, political struggles are conducted: optimistic declarations are delivered from multiple capitals. Immense energy is expended on restraining particular approaches. By night, Moscow brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "peace".
Nighttime Reality
As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was revealed. Ukraine is capable of detecting rocket firings from enemy soil, a capacity provided through current data. From witness perspectives, Ukrainian air force fighter jets that had been deployed to intercept incoming aerial threats roared overhead – advanced fighter aircraft provided to Ukraine by European allies.
Shortly after, Kyiv's anti-aircraft weapons activated: defensive missiles fired to intercept a hostile projectile. This was a modern interception technology at work, probably provided by allied countries. Every deployment jolts you unexpectedly, causing tremors. The moment of terror quickly transforms into grim resignation: maybe the approaching threat won't strike its target this time, preventing destruction from ruin and another blackout.
Continuous Dangers
Following this, a large-caliber weapon opened up on a aerial vehicle somewhere nearby, part of a mobile-fire group – most likely Western-made equipment. Unfortunately, the shots failed to hit the hostile drone – it pressed on overhead toward its objective.
Intermittently, this continued until dawn. Kyiv faced the daybreak reports: several casualties, damage and infrastructure problems in many homes as a result of the evening attack. As customarily, everyone still continued their routines – enduring hostilities. But those entire period encapsulated Ukraine's vital need on Western support – a dependence that regional partners are clearly incapable to substitute in the immediate future.
Failed Diplomacy
The detailed framework from American leadership provoked deep reactions, debate and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.
Every new approach from US leadership adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They manage the tension but never actually secure success. This trend will, no doubt, endure.
Tactical Assessments
It is convenient to criticize particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the whole story. Washington functions according to a premise well known to experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The American government assumes that it is unfeasible to pressure the Kremlin to abandon the land that it already controls in Ukraine's southern or eastern regions.
The problem is that while accepting these circumstances, American administration does little to discourage Russia, through words or deeds, from assuming that the current condition will not change more in its benefit in the months ahead.
Conflicting Perspectives
Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their reason to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's leader remains completely certain in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding civilians and areas but avoiding a complete military breakdown until conditions improve in its favour.
Existing Situation
Objectively, there are no genuine requirements for a ceasefire. Now, subjective factors are becoming relevant: political desires to mediate resolution and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unsuitable, so that their focus does not move to internal issues. And although their objective will now be significantly challenging after current events, it remains quite doubtful that this will change their overall approach.
These two forces are driving the talks.
Summary and Prospects
It took a mere seven days to terminate the proposed articles of the current initiative. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the rest of Europe, along with calming attempts of negotiators, and finally, current information leaks, all served their function.
While new plans based on old ideas are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and reflect certain reluctance to change the course of events, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, mainly require sustained allied backing.
